There are as many ways to organize project personnel as there are variations on the standard waterfall life cycle. The ability to pick and choose from a plethora of toolkits means the "evaluation of various approaches." By definition, projects are unique, a characteristic that distinguishes them from ongoing operations. Because of this uniqueness, each project may have different goals, objectives, development standards, life cycles, and team structures. A crucial competency for software project managers is to be able to evaluate the various options and select the most appropriate for each project.

Some ofthe ways that a project manager may evaluate alternative processes are by selecting a life cycle (Chapter 4, "Selecting Software Development Life Cycles"), defining standards for development based on an approved charter, goals, and scope (Chapter 7, "Defining the Goal and Scope ofthe Software Project"), and choosing an organizational form.
