The PDR is a formal document generated at the project definition workshop (PDW), which usually includes the project sponsor, the project team, and the immediate stakeholders of the project. The aim of the PDR is to clarify and define the purpose, scope, and final objectives of the project. It serves to introduce the team to the stakeholders as well as generate commitment from all. Additionally, the document must contain a clear description of the domain of the project, the problems to be solved, and the final goals to be achieved.
