In some organizations, the project manager might write the project charter. However, if you (as the project manager) are asked to write the charter, remember that your name should not appear as the author. Since the project charter authorizes the project and authorizes you as the project manager, it doesn't make sense for you to write a document authorizing yourself to manage the project. The author of the charter should be an executive manager in your organization (external to the project) with the power and authority to assign resources to this project. This is usually the project sponsor or initiator. Remember for the exam that the charter is authorized by someone external to the project.
