Understand that the purpose of the project management plan is to define how the project is executed, monitored and controlled, and closed as well as to document the processes you'll use during the project.
As the project progresses and more and more processes are performed, the subsidiary plans and the project management plan itself might change. These changes should be reviewed, and the project management plan should be updated to reflect the approved changes. Depending on the nature of the changes, the project manager, stakeholders, or sponsor (or some combination) should review and approve the changes.
