Once the vendor had been selected, the vendor submitted a statement of work (SOW) for the project. When this was done, the vendor submitted a stands statement of work normally used by him in this type of project. The SOW^ to he the controlling document for the work to be done on the project and too precedence over all other documents except the contract itself.
This statement of work was very unacceptable to us. The format of the SOW was completely different from any previous document and a boiler plate description of all the features was given. None of the requirements was addressed directly.
The problem was solved by forcing the vendor to cut and paste the entire request for proposal into the SOW and add the appropriate text from his SOW. In this way all of the requirements were included in the SOW, as well as the vendor's comments.
