Refining the plan

How long would it take to landscape a particular site? Perhaps three months would be sufficient. But there are many unknowns: no budget has been suggested; there is no design; the risks of the project have not been considered; and the potential for changes to the specification have not been taken into account. So it would be natural to compose a list (probably a long one) of assumptions and caveats that could be read alongside the estimate. Effectively, they would be guesses in place of facts. Many assumptions are made early in a project because the facts have not yet been revealed. But planning does not take place only at the beginning of the project. It is a continual process of refinement by which guesses are gradually replaced by facts.
