The issues list is used to present the concerns of the project owners and the team in an open environment to encourage resolution of those concerns. It differs from a risk log (Chapter 5) in that an issues list highlights concerns that currently exist on a project, rather than those that may come to pass at some point in the future. Issues are problems. Issues are risks whose time has come.
The list becomes an archive of concerns about the project and its environment and the strategies that are deployed to contend with those concerns.
